Gafton didn't like that idea when we were first planning this, but now 
it seems that it makes a lot of sense.  I think the concern was that the 
difference between devel and the latest stable distribution Extras would 
be *nothing* for a long while, so it would be a lot of redundant CVS 
commit spam and effort.

Maybe a compromise of a month or two after a stable release for branch 
splitting would be good, or at least when API/ABI begins to diverge and 
it becomes infeasible to use the previous Extras repository with rawhide 
anymore.

We can think about this more as FC4 final approaches.
