Another area where the list of unmaintained packages will kick in: package
owner no longer has access to an old distribution to test with. In that
case, a solution must be found for all distris which are still supported
by Fedora Legacy. Either 1), a separate package owner takes over
maintenance and testing for a specific legacy dist version. Or 2),
updates, provided that they build also for old distris, are released into
"testing" for that distri, and community QA contributors can decide on
whether and when to promote a package into "stable" repo. Alternatively,
"testing" is used like updates-testing, and packages are promoted after
an announced time-out of e.g. 7-14 days.

Currently, FC3 is the current distribution. FC2 is not legacy yet, but
will be transferred to Fedora Legacy soon. FC1 is legacy.
