Request for Review: binutils-mipsel

While I'm not totally against that idea, how do we define which targets
go in it? All of them? Only the "cool" ones? And what about
binutils-powerpc.i386? How is that handled when building on ppc instead?
I can easily see the spec file becoming a maintenance nightmare.
