Wording of "Previously in Core" Procedure

For me this wording seems fine and is acknowleged fully!

However, I'm not sure if it's really a good idea to let 'old packages' 
go into FE without review, but let's see what future brings to us... I'm 
sure you have thought about this and discussed it...
