New package: matplotlib

Hi Orion,
  I have packaged matplotlib before and I have split the package in three:

  - matplotlib
  - python-pytz
  - python-dateutils

  Would you consider to do that. The question is that matplotlib includes
the code for those two packages, and those are distinct projects.

  Both of them are usefull outside matplotlib.

  I'm sorry I know that I should asked this before but as I stated before I
was busy. :-(
