This one should be directed at either bugzilla or the fedora user list.
I haven't had a problem setting up wep myself - using a hex key.

I did it though Network in System Settings (I don't use NetworkManager)
so I'm guessing your issue is with something else - the fedora-user list
can help identify that, and if needed, better identify how to file a
bugzilla on it.
