I think those bugs quite adequately explain what is going on and where 
to find and track progress.

Personally, I appreciate a more conservative approach to updating yum. A 
truly broken updater is one of the things that can totally break your 
system. Keeping non-critical bugs for the sake of not introducing 
critical bugs by pushing out a version too early is wise. The lack of 
--download-only functionality is a non-critical bug for me and I suspect 
many people.

If it is truly critical for you than a work-around might be to whip up a 
script that takes the output of "yum list updates" and, with reference 
to the files in /etc/yum/repo.d/ or your favourite mirror site, feeds it 
to wget ... or just get the upstream cvs, build it yourself and deal 
with the other potential problems that most are happy to avoid. Please 
do not force your priorities and haste on everyone else.
