Missing packages shouldn't cause problems.  At the same time, I'd
recommend comps-fe3.xml, comps-fe4.xml, etc.  That mirrors what we do
with Core (and allows you to change the groups over time)

Tagging isn't a bad idea, probably more like the tagging for the website
than for packages, though.
