I looked at DansGuardian a very long time ago and began cleaning up this
package, but then I gave up on it after I realized that it is absolutely
horrible software from both a technical and societal point of view. I
think squidguard is much better designed software, but the source of
your blacklist is a separate problem.
DCC is indeed not OSS and very much bastard to package... unless we
agree to allow fakeroot in Fedora. Apparently Debian sometimes uses
fakeroot. I'm not sure fakeroot would be something we want to encourage
here though. It seems to encourage laziness.
