Ok, seems that make is automatically changing the "tobuild" file based
on Makefile.common.

For getting an approval based on what a packager committed to CVS
running "cvs-import.sh <package-src.rpm> is enough, right? But that has
to be followed by running "cvs-import.sh -b <branch> <package-src.rpm>
for all current branches that is now my understanding.

I am subscribed to that list, as demanded by the documentation, and
watching out for messages helping me to find out what is expected by me
to run.

To sum up:
- I now wait for approval from a review of pam_abl in devel branch of
CVS
- then running cvs-import.sh for FC3 and FC4 too
- in devel, FC4 and FC3 branch directories in my local package directory
in the workdir I will then run "make tag" and "make build" to initiate
the build on the buildsystem

Hope these questions do not sound too dumb, but all the steps aren't
that obvious for me from following the documentation in wiki for feeling
sure.
