New package: nedit

There was someone else, Ian Pilcher <pilcher at us.ibm.com> looking at
packaging nedit as well.
Not sure what happened with it, if his package was approved or not. He
posted on Jun 02 and replied on Jun 03 - but it looks like he hasn't
replied since.
