Volunteering to maintain proj and shapelib packages

The "proj" and "shapelib" packages in Extras are officially without
maintainer now. 

If the offer to take over package ownership was serious, please reply and
state your bugzilla account e-mail address. I was unable to locate your
name in the CVS accounts system. So maybe you have not signed up yet?
