In the rest of a spec file, yes, sometimes, but not in the URLs. Many
macros in download URLs often lead to the packager not updating the URLs
when they change upstream because a change goes unnoticed. From a
maintainability point of view, updating the tarball and its URL could be a
cut'n'paste job. Replacing name and version in the URL with macros would
need further effort.
