If users are happy with unreviewed packages, then that's an indication
that review isn't necessary (perhaps packagers are just so good that they
never make mistakes :).

But, something will break sooner or later, and people who value reviewed 
packages will decide to switch to the reviewed repository, and they will 
make sure developers know about their desire for reviewed packages...
