You still pass it the original desktop entry ($RPM_BUILD_ROOT%
{_datadir}/applications/%{name}.desktop), all adding --delete-original
does is tell it to delete the original file once it's read it:

desktop-file-install --vendor=fedora \
  --dir=$RPM_BUILD_ROOT%{_datadir}/applications \
  --add-category=X-Fedora \
  --add-category=Network \
  --delete-original \
