Adding two lines to the top of a spec file is too complicated? :)

The buildsystem does not automatically assign anything. It builds
packages, thats all it does. If you want it to do more, then Seth seems
more than willing to let someone else take it over. So, unless you're
willing to write, maintain, and run the Fedora Extras buildsystem for
the next year at least, the buildsystem isn't going to define %dist (or
any other field) for us.

However, in lieu of that, all packages need to be tagged before the
buildsystem builds them. What I described is the simplest way to do this
that I could come up with. I'm certainly open to suggestions on how to
make it simpler.
