No, it's not overkill.
It's just redundant if using
%{post|postun} -p /sbin/ldconfig
It's not redundant if not using "-p /sbin/ldconfig" in %post|postun etc.
scriptlets.
In any case it isn't wrong and also doesn't hurt.
