make build TARGET=... problem

I have been having a problem with make build (today already happened
twice): it fails to update the repo copy.
The first tentative only outputs the following:
$ make build TARGET=development

$
Running make build a second time produces the expected output
but submits two building requests.
$ make build TARGET=development
