New package: bitlbee-0.92

"Bitlbee is an IRC to other chat networks gateway. bitlbee can be used
as an IRC server which forwards everything you say to people on other
chat networks like MSN/ICQ/Jabber."

The package is taken from Dag's repository. Only changed the dependency
for xinetd and turned on the service by default.

Review for the package needed. I've got the CVS account.
