What do I need to do to write to /etc in an rpm?

And ironically, there really is a file that should be %ghost:ed in /etc, 
namely /etc/mtab, but ironically:

[linus at felicia ~]$ rpm -qf /etc/mtab
file /etc/mtab is not owned by any package
