LaTeX breqn license (attn: Rex Dieter)

breqn is a LaTeX package that Michael Downes was working on when he
unfortunately died.

There is a beta version on the ams.org ftp server - but there is no
licensing information in the package.

I could not find any licensing info on it, so I sent an e-mail to
ams.org asking if they could shed some light on it. While searching, I
came across an archive of Maxima list where Rex Dieter apparently had
also sent such a request about the same package.

Does anyone know any more information on this?
