Near as I can figure out, gtkhtml36 and previous shipped with private
headers in the /usr/include hierarchy.  gtkhtml38 decided to correct the
mistake and no longer installs the private headers.  This breaks
applications that assumed anything in /usr/include was public and were
using the functions declared in the private headers.
