Regarding comment #20 - OK, where is the documentation saying that packages
should install to /usr/share/ instead of /usr?  I see nothing of the sort in
http://fedoraproject.org/wiki/PackagingGuidelines  If this is a FE suggestion or
requirement, I would like to know, and if so, I will look into modifying
fortune-mod.  But for the time being, my point is that sub-packages should
install into the same place as the main package, be it /usr, /usr/share, or
/some/crazy/dir.

As for comment #19, yes it does complicate the spec a bit, although it
simplifies rebuilds.  This is still including the dat file in the rpm, it is
simply removing it from the tarball.
