The packaging guidelines do not repeat Linux standards because you're supposed
to know them and follow them without being told. The standard itself is there :

Existing packages (RHEL, FC) are being slowly migrated by Red Hat to conform to
the FHS. New packages (FE, FC, RHEL) have no excuse not to follow it.
