BR: libacl-devel in Extras devel

I've noticed from CVS commits that some Extras packages have started
adding BR: libacl-devel in the devel branch, with no visible change in
the package itself.

This smells like a missing "Requires: libacl-devel" in some of the build
dependency *-devel packages, probably in Rawhide.  WAG: kdelibs-devel?

Could someone who has a Rawhide box check it out and file a bug against
the guilty package?  The sooner it's fixed, the better and less
BR-bloated packages around...
