A lot of obsolete rpms in FE currently

Are you sure of your interpretation ? I read it like more like a way to
manually kill all versions of a package (found legal or security
problems) than something you're supposed to do every release (it even
uses the "special request" wording)

If it was supposed to be done every release, it would have been
automated.
