find_lang problem

Does anyone have any ideas why find_lang might fail to work from within
a spec file?  I'm seeing that both %find_lang qof
and /usr/lib/rpm/find_lang.sh $RPM_BUILD_ROOT qof are not spitting out
any diagnostics or a qof.lang file from within my spec.

Running /usr/lib/rpm/find_lang.sh (BUILDROOT) qof from a shell generates
the expected file.

Here's some output from rpmbuild (Using "make x86_64" from a modified
cvs co of qof on FC4):

spec file that's generating this is attached.
