Hi Quentin,

If it has a substantial amount of similar code and uses similar licenses
(as you describe), then I think it qualifies as a "new upstream version"
and does not need a "start-all-over-again" review.

ps - And if others disagree and argue that it warrants a review then I'd
be happy to review it.
