plague-client problem

I'm trying to build my first package as a new fedora-extras contributor.
I follow http://fedoraproject.org/wiki/Extras/BuildSystemClientSetup to
test the client setup.
If i try plague-client list i obtain :

which seems to be good!

and if i try make plague in ~/cvs/qucs/devel/ i obtain : 
/usr/bin/plague-client build qucs qucs-0_0_7-5_fc5 devel
Server returned an error: Insufficient privileges.

So i don't understand why i have this error with plague-client list and
why i can't request a build.
