Unowned directories from packages get dumped to the filesystem with
permissions that depend on umask.  With a 0077 umask which isn't that
rare for root (it's even the default in some distros), it means
0700,root,root and likelihood of such operation conflicts is increased.
How much and how bad, depends on what dirs and how they're being used.
