Be _very_ careful if adding stuff to /etc/skel.  In addition to it not
affecting already existing users, once a file is there and a new user
gets a copy of it, you can't fix bugs in the user's copy or sanely
update it (eg. in case of incompatibilities introduced by package
updates).  In general, IMO it's better to just say no to /etc/skel and
to implement an alternative, maintainable solution.
