  I am sorry. To understand what I meant please look to the description of 
different libraries and its devel package. For example zlib: 
 
+ zlib 
Zlib is a general-purpose, patent-free, lossless data compression 
library which is used by many different programs. 
 
+ zlib-devel 
The zlib-devel package contains the header files and libraries needed 
to develop programs that use the zlib compression and decompression 
library. 
 
  So what I propose to zlib-devel description is something like: 
he zlib-devel package contains the header files and libraries needed 
to develop programs that use the cernlib library... 
 
  You get the feeling. :-) 
 
  I hope it is clear now.
