can you build/package it in such a way that the program will still run
without any of the free art material?  So that gpl'd icon/splash
graphics are used if the free art ones are not available?
I'm speaking completely from personal opinion here..but to me i think
you are completely in the clear both as an unstream project developer
and as a extras packager if the program can run without loss of
functionality if the freeart stuff is not installed at all.
