spec file question "torsmo"

I've created a spec file for torsmo
http://torsmo.sourceforge.net/index.phpit works, but there needs to be
a .torsmorc file created in the users home
dir, how could that be accomplished?

Also, if you wouldn't mind looking at the spec file in general and tell me 
if it is ok or ugly.
