Request for extras: streamripper

Me too, but I'm pretty sure streamripper fits under the 'MP3 Support'
category in our ForbiddenItems[0] for FE.  At the moment it doesn't look
like there is a way to build it with ogg vorbis support only (please
correct me if I'm wrong), so I highly doubt this package is legally
suitable for extras.
