VETO

IMO, this decision is a fault and should be reverted. You are breaking
package dependencies. 

If you find this dependency to be too annoying, you probably better
should consider to package 
%perl_vendordir/Log/Dispatch/ApacheLog.pm
into a separate subpackage.
