It would be nice to see the above policy applied to Fedora Core.  There
are several cases where packages functionalities are being lost due
to requirements filtering (or even worst, files removed). A couple of
examples:

* samba
  filters some perl modules
  the smbldap perl scripts are packaged as documentation

* net-snmp
  removes files in the specfile;
  one being the graphical MIB browser (tkmib) which requires perl(Tk).
  this gui app is advertised in the net-snmp homepage
  (http://www.net-snmp.org/)

* several perl-* packages include filter scripts
