can't build anything locally in mock on FC4

It's much faster and reliable if you have a local mirror.  That's
pretty much all you can do to ensure that you can talk to a host that
has the packages.  You need a bit over 2.5GB to mirror FC4 i386 and about
3.3GB to mirror FC5 i386.
