FC-4 buildsystem broken; does not strip binaries

Note that pretty much all Python packages are broken as well, because
Python is no longer installed in the FC4 buildroot by default.  It
seems that the total dependency coverage of the minimal buildroot
includes Python on FC5 and up while on FC4 it doesn't.  This means
that Python packages will need tweaks to the macros in the specfile
template so that they return something meaningful if Python is not
available.

I wonder what package started depending on Python.
