duplicate filenames in the different packages [qstat vs. torque]

In general, it is always bad if packages pollute the namespace of a global
search location like /usr/bin with a filename that is not related to the
package name.

Why isn't this program called "torque-qstat"? You could patch it and
rename it like that. What is the sense in creating such a short and
generic name like "qstat"? Is the program useful outside of "torque"?
Could it be placed in /usr/libexec/torque/qstat instead if not renamed?

Btw, I don't like the growing tendency among packagers to suggest explicit
Conflicts in Fedora Extras in favour of working on making packages coexist
nicely whether with the help of upstream or not.
