The new tag was created 2006-08-14 by you:

> torrent-2_0-3_fc6:devel:liquidat:1155562961

1155562961 is today. Maybe you just got the order wrong.
Moving it (retagging the files) worked fine here:

$ cvs co ktorrent ; cd ktorrent/devel
$ TAG_OPTS=-F make tag
cvs tag -F -c ktorrent-2_0-3_fc6
