Personally, I would like to see a generalized development category where 
all -devel subpackages get placed that don't fit in any of the other 
development categories. Even more preferable is more categorization to 
the -devel packages.

On that note, what about a 'Networking and Communications Software 
Development' category? Throw in things like pcap-devel, ORBit2-devel, 
avahi-devel, curl-devel, dbus-devel, gnet2-devel, conexus-devel, 
libwvstreams-devel, et. al.
