Some status and questions about owners file

Hi folks,

I've added some more checks to my package and BZ ticket checking script, and 
now have some questions:
 - what happens when a package goes from extras to core ?  Should the 
   "product" column be changed ?  The matter is a bit compilcated by the fact 
   that the package usually remains in extras for the previous/current releases
 - what's the general feeling about orphaned packages.  Shouldn't they be 
   removed from the devel repo until a maintainer steps up ?
 - there seems to be a sizeable amount of entries in owners file that have no 
   corresponding package in the devel repo.  Should BZ tickets be filed ?  The 
   matter here is a bit complicated because some packages might have been 
   discontinued for devel but are still provided for older releases.  Maybe 
   there should be a way to indicate this in the owners file...

I guess that's enough questions for now :-)
