Fedora Extras RPMs should have Vendor and Packager?

We don't necessarily need to set Packager to be the maintainer of the
package. It could be more akin to the tags on Core Packages:
Packager: Red Hat, Inc. <http://bugzilla.redhat.com/bugzilla>
So, something like:
%packager Fedora Extras <http://bugzilla.redhat.com/bugzilla>
should be okay.
