Add the -devel packages as BuildRequires (not just Requires) to ensure that the
needed header files are installed for the configure script to detect them.

The library deps should be handled automatically by RPM so there should be no
need to add a Requires: for pcre, libglade2, libxml2, and probably sqlite3 too.
