If that's the case, no, Fedora Extras cannot distribute it.  The mp3 
decoder, in particular, would need to be removed.

Ideally, If the mp3 decoder bits could be modularized (ie, contained in 
a separately installed subpkg), then those bit(s) could be hosted elsewhere.
