I put up a sample page here:

Firefox will render the glyph as an up arrow when &#21E9; is used.
However simply highlighting the arrows and pasting to a window here:
⇦⇧⇨⇩ works fine (the last arrow points down).

My guess is that this is a firefox bug, but a very strange one at that.
