package submission take over question.

Hey all.

I started the review of a package, but sadly the submitter seems to have 
vanished. Nearly 3 months has passed and I have decided that I will 
submit this package instead.

Now... best practice question.

Should I close the review and open a new one?

or

Should I remove myself as the assignee and place the package back in 
FE-NEW with a post stating I am the new submitter?

Which would people prefer or is there another way it could be handled?
