release tags during review

It is commonly done by a couple of people.  It violates the naming
guidelines, and if I didn't trust the packager I would want to see a
package that meets the naming guidelines before approving.

I wouldn't really recommend it.  Is there some reason why the package
imported into extras has to start with release 1?
