- From the review request (BZ #198832):

"==== NOTES ====
- - make check has some failures, but these are okay, they require the
echo service to be enabled or be run as root.  I enabled echo on my
system and ran make check as root and these tests pass."

Without the ||:, then this package would never build in the build system
due to the test failures.  Unfortunately, this means that I will have to
check the test output in the build logs manually.
